Cornwall Council welcomes Government's decision to recognise the Cornish as a national minority.
Cornwall Council has welcomed the Government’s intention to include the Cornish within the Framework Convention for Protection of National Minorities (Framework Convention).
The Government will make a submission to the Council of Europe during the autumn of 2014 to update the Framework Convention which is designed to protect and promote cultural diversity.
It is believed that the Government's decision will be welcomed by the Framework Convention for Protection of National Minorities Advisory Committee, which has repeatedly called for dialogue between the Government and the Cornish in opinions relating to previous submissions.
The Cornish will be afforded the same protections as the UK’s other Celtic people, the Welsh, Scottish and the Irish. For example, Government departments and public bodies will be required to take Cornish views into account when making decisions that have an impact on Cornwall.
The main aim of the Framework Convention is to ensure that the rights of national minorities are respected by combating discrimination, promoting equality and preserving and developing the culture and identity of national minorities.
National minority status will give Cornwall’s young people more confidence and encouragement to identify with their cultural identity. It will also help promote and strengthen the ‘Cornish’ brand and establish links with other groups accorded similar status across Europe and around the world.
It will help to address negative attitudes to being Cornish which have, for many years, affected how Cornish people of all ages feel and act in the workplace, in engagements with public institutions (including schools, colleges, NHS), in social situations and cultural exchanges.
Public bodies are already beginning to review their policies and responses to the Cornish to ensure that a level playing field exists for them in comparison with other minority cultural groups.
